Ahead of the Bell: Dow futures are trading up 101 points and S&P futures are trading up 11 points. European leader agreed in principal to stricter budget rules for the euro zone at the summit, but failed to make the necessary changes to the EU treaty among all countries. Ministers also agreed to cap the permanent bailout fund at 500 billion euros, less than had been suggested before the summit.
