Ahead of the Bell: Dow futures are trading down 86 points and S&P futures are trading down 9 points after budget and debt ceiling negotiations collapse between President Obama and Congress. A divided Congress is pursuing rival budget plans, which are unlikely to get broad support. Ahead of the Bell: Dow and S&P futures started out positive this morning following the announcement that EU leaders have agreed on a second bailout package for Greece and hopes the crisis will not spread to other countries in the region, including Span and Italy.  However, the market trended down after earnings from Caterpillar disappointed early traders with the Dow futures down 4 points and S&P futures up 2 points.  At the EU summit, leaders negotiated a 109 billion euros from government funds plus about 50 billion euros from private bond ho ...
